Men Deceive Sultan Mosque with Fake Quotations

Four men in Singapore are facing charges for allegedly deceiving Sultan Mosque by submitting fake quotations for a digitalization project to boost a company’s bid. The quartet – Mohamad Daud A Rahim, Mohd Nasir Mohd Sairi, Mohd Nasral Awang, and Mohd Zairil Ismail – were charged on December 31.

The Deception Unveiled

Daud, the 60-year-old director of Qirom Consulting, is accused of instigating Nasir, 59, and Nasral, 44, to issue fake quotations from their respective companies. Nasir, the director of Fatiin Multimedia, allegedly falsified a quotation for S$24,900 in August and September 2022, even though Fatiin had no intention of carrying out the digitalization works. Similarly, Nasral, the director of Onaga Sys, submitted a fake quotation for S$56,000 in October 2022.

Submission of Fake Quotations

Daud then submitted these fake quotations to a finance and human resource manager at Sultan Mosque to make Qirom’s bid seem more competitive. The Corrupt Practices Investigation Bureau (CPIB) stated that Daud faces two charges of abetting the falsification of accounts and two charges of corruption. Nasir and Nasral were each charged with abetting the falsification of accounts.

Internal Investigations and False Information

On the other hand, Zairil, 53, a senior manager with the Mosque-Madrasah-Wakaf Shared Services, came under internal investigation by MUIS in June 2023. During the probe, he allegedly lied to a MUIS deputy director about his connections to Qirom and faces a charge of giving false information to a public servant. Additionally, Zairil is facing a charge under the Arms and Explosives Act for possessing pepper spray without a license around September 5, 2023.

In light of these events, CPIB stressed the importance of organizations implementing robust procedures, especially in areas like procurement and internal audit, to prevent employee involvement in corrupt activities.
